Yangzhou city was first established approximately 2,500 years ago. That is when the original Beijing-Hangzhou Grand Channel was first constructed. the length of the cannel was extended over the next 1,700 years, and finally connected Beijing and Hangzhou in 129 AD, with a total length of 1115 feet. Yangzhou, due to its location at the junction of the  Yangzi River and the Grand Canal, had become one of the major port cities in China. The economy of Yangzhou developed rapidly because of its geographic location. people from different parts of China came to Yangzhou to participate in its trading market. This is one of the reasons why Yangzhou had a rich cultural history. Many poets and leading figures of Chinese traditional literature are from Yangzhou.

On October 30, 2012, ISC organized a meeting with green building expert Dr. Hongxi Yin and Mr. Julius C. Poston, CEO of the Stalwart Green Global and Lu Zheng, Construction director of Yangzhou City and other parties of Yangzhou Old City Low-carbon revitalization project to learn more about the implementation of the renovation project.

On the basis of this result, on October 30, the CEO of Stalwart Green Global Mr. Julius C. Poston and Dr. Yin, with the ISC low-carbon city project leader Pan Tao performed a further communication on the project with the designer, the construction part and the supervisor part of the low-carbon reconstruction project, a more detailed examination on the project construction site was also implemented.
